I don't know how this relates to lunar cycles but it certainly seems that earth flexing is occurring in that area and generating the EQs. The episode appears to be settling down again. The techtonics of the Pacific Northwest is unique so these types of events are to be expected. The plates are on the move in a highly complex collision with a high amount of torque, twisting and subduction. But what is the straw that breaks the camel's back to make an EQ or series of EQs happen at a particular time? Obviously, tensions are building on faults all the time but what small precipitating events act as a triggering mechanism? At the time of this writing there had been another EQ within the last hour.
